PDF Burrow — All-in-One PDF Tools
This app processes all files locally on your device. No data is collected or sent to any server.
No data collection
PDF Burrow does not collect, store, transmit or share any personal information. We have no servers, no accounts and no analytics that identify you.
Your files stay on your device
Every PDF operation — merging, splitting, compressing, converting, editing, signing, scanning, reading text (OCR), translating and asking AI — runs on your phone. Your files and the text inside them are never uploaded to the internet.
A few of these features use Google's on-device models, which Android downloads once through Google Play services the first time you use them (the document scanner and the language packs for translation). Those downloads contain no document content and no personal data.
Permissions
PDF Burrow asks only for what a feature needs, when you first use it:
- All files access (optional) — lets Ask AI → All my files search inside every PDF and document on your phone, including the folders WhatsApp, browsers and email apps save into, and lets the optional bill alert notice new bills. Files are read and searched on the phone only. You can turn this off any time in Android's settings.
- Notifications — for reminders you set on notes and for bill alerts, if you switch them on.
- Microphone — for Voice Commands and voice form filling (see below).
- Fingerprint / face unlock — only if you turn on App lock.
- Run at startup — so your reminders and bill alerts keep working after the phone restarts.
- Storage (Android 10 and older) and internet — to save the files you make, and for ads and the optional downloads described on this page.
The scanner uses Google's document scanner, which runs its own camera screen, so PDF Burrow itself does not hold the camera permission. Adding a reminder to your calendar opens your calendar app; PDF Burrow never reads your calendar.
Search index and bill alerts
To answer questions across your files, PDF Burrow keeps a search index — the text of your documents — in the app's private storage on your phone. It is excluded from Android backups and is deleted when you uninstall the app.
The bill alert is off until you switch it on. When it is on, PDF Burrow reads each newly arrived PDF on the phone and, if it looks like a bill, invoice or receipt, shows a notification with its due date and amount. Nothing is uploaded.
Advertising
This app shows a banner advertisement on its browsing screens, served by Google AdMob. To do that, AdMob processes limited device data — including your device's advertising identifier — under Google's own privacy policy. Apart from the optional downloads described on this page, this is the only part of the app that communicates over the network.
Your documents are never part of that. Ads are never shown on the editor, scanner or viewer, no ad code can read a file you open, and nothing about your files is sent anywhere.
Where the law requires it, you are asked for consent before any ad loads, and you can change that choice any time from Settings → Ad privacy settings. If you decline, the app simply runs without personalised ads.
Optional font downloads
When you edit a PDF whose font doesn't include a character you typed, the editor can download the matching free font (from the Fontsource CDN) — but only when you explicitly tap the download button. That request contains the font's name and nothing else: no document content, no personal data. Downloaded fonts are cached on your device and reused offline.
Microphone: Voice Commands and voice form filling
Voice Commands and voice form filling ask for microphone access the first time you tap the mic, and only listen while you are speaking. Speech is turned into text by your phone's own speech recognition — on the device itself where your phone supports it (most Android 12+ phones). On older phones Android's speech service may process the audio under Google's privacy policy. Form questions are read aloud by your phone's own text-to-speech. PDF Burrow never records, stores or uploads your voice, and you can always type instead.
Optional Smart AI model
Ask AI can use an on-device language model. If you choose to download it, the model file (about 590 MB, the open-source Qwen 3 model under the Apache-2.0 license) is fetched from Hugging Face through Android's download service. Like any download, that request reveals your IP address to Hugging Face; it contains no document content and no personal data.
After that, every summary, note and answer is generated on your phone. Your documents and questions are never sent anywhere. AI answers can be wrong — check important facts against the document. You can remove the model in Settings at any time.
Children
PDF Burrow is a general-purpose document utility and is not directed at children. Because the app collects no personal information at all, none is collected from children either.
